Our Trustees
Dmitry Yampolskiy
Founder and Chairman of VisitHealth
Dmitry is an entrepreneur based in Great Britain, specialising in investments and strategic development. He is the founder of several successful international ventures.

Deeply committed to charitable work, Dmitry has made substantial philanthropic contributions, particularly in palliative care and palliative care education through his PACED Foundation.

His longstanding involvement in healthcare and charitable initiatives led him to establish VisitHealth — the first medical centre in Great Britain to develop a comprehensive system for delivering high-quality medical care at home.

Dmitry is also passionate about educational projects. His most recent publication, The Book about Music, explores the history of classical music and was released in 2022.
David Praill
Founder & Managing Director of ehospice
David Praill is a UK hospice leader with a long and distinguished career in palliative care. A graduate of York and Durham Universities, he founded the travel company Wind, Sand & Stars and the McCabe Educational Trust and then joined St Luke’s Hospice (Harrow & Brent). In 1996, David became Chief Executive of Help the Hospices (now Hospice UK), guiding the organisation through a period of significant growth and establishing it as the national voice for hospice care. He also co-founded the Worldwide Hospice Palliative Care Alliance and has served on advisory panels and boards in South Africa, the USA, and India.

David is the founder and Managing Editor of ehospice, a global platform connecting hospice and palliative care communities worldwide. Through his work, he continues to champion the power of storytelling in shaping understanding and advancing the practice of end-of-life care.
Ingeborga Dapkunaite
Actress and philanthropist
Ingeborga Dapkunaite is an internationally acclaimed actress whose career spans film, theatre, and television across Europe and the United Kingdom.

Alongside her artistic pursuits, she has shown a long-standing commitment to humanitarian and charitable causes, including leadership roles in healthcare and hospice support organisations, as well as advocacy for inclusive cultural initiatives that empower people with disabilities.

Ingeborga contributes to PACED with a blend of cultural insight, ethical leadership, and extensive governance experience. She joined the Board as a Trustee in December 2025, supporting the organisation’s mission to promote compassionate, equitable, and sustainable palliative care.
Expert Council
In 2025, we established the PACED Expert Council — a new advisory body created to support the Foundation’s educational and programme activities and to strengthen our engagement with the professional community in our target countries.

    Georgia
    Executive Director of Firefly World — the first children’s hospice in Tbilisi, Georgia. He is also an entrepreneur and an international development specialist.
  • Gulnara Kunirova
    Kazakhstan
    President of the Kazakhstan Association for Palliative Care, Executive Director of the Public foundation United Against Cancer, Member of the Board of Directors of the International Association for Hospice and Palliative Care (IAHPC).
  • Yakhyo Ziyaev
    Uzbekistan
    Oncologist, Secretary-General of the Association of Oncologists, and one of the leaders of the palliative care development movement in Uzbekistan.
  • Anda Jansone
    Latvia
    Founder of paediatric palliative care in Latvia, Head of the Latvian Service for Psychosocial Rehabilitation and Palliative Care for Children, and Chair of the Paediatric Palliative Care Board of the International Children’s Palliative Care Network (ICPCN).
